§ 26-2. Duty of operators to comply with highway regulatory act; requirements for vehicles; driver's license required.

  • (a)

    It shall be the duty of persons owning, operating, or having in charge or under their control or custody any vehicle including a bicycle or motorcycle, upon the streets of the city, and of all pedestrians, to observe and conform to the provisions, rules, and regulations of the Louisiana Highway Regulatory Act (R.S. 32:1 et seq.) as supplemented by the provisions of this chapter and any other city ordinance providing with respect thereto and they are subject to the penalties imposed by this Code if they do not observe and comply with such rules and regulations.

    (b)

    It shall be unlawful to operate any vehicle on any public way in this city which does not fully comply with all of the requirements of the Louisiana Highway Regulatory Act (R.S. 32:1 et seq.) pertaining to lights, brakes, other equipment, safety devices, inspection, construction or maintenance.

    (c)

    No person shall drive or operate any vehicle upon any street in this city unless and until he has been issued a license to do so as required by the laws of the state nor shall any person permit or allow any other person to drive or operate any vehicle owned or controlled by him upon highways of the state unless and until such other person has been issued a license to so do as required by the laws of the state.
