§ 44-20. Prohibition against water furnished without charge.

The city shall fix and maintain and collect rates and charges for all services and facilities to be rendered by its waterworks system, irrespective of the user thereof, and no free service shall be furnished to any person, association of persons or corporations, public or private; and all water shall be metered.
