§ 38-52. City approval for site or facility.

(a)

No person shall dispose of solid waste at any site or facility that has not been approved by the city.

(b)

No person shall establish or construct or operate and maintain or permit the use of a solid waste or bulk container facility or place a solid waste storage container or bulk container on residential or commercially zoned property, whether for storage of solid waste or any other commodities or materials, without first having obtained approval by the city council for a permit to establish or construct the site or facility or a permit to maintain and operate the site or facility pursuant to the rules and regulations promulgated by the city.
