§ 44-181. Surcharges.

  • (a)

    Any industrial wastewater discharged into the public sanitary sewerage system shall be subject to an excessive-strength monthly surcharge based on excessive BOD and/or excessive TSS in accordance with the following formula:

    ESMC = (V m × VCC) + (B × BCC) + (T × TCC)

    where:

    V m = Metered water volume per month, expressed as 1,000 gallons.

    B = Pounds of BOD discharged per month as determined by the formula:

    B = (BOD, in mg/l - 200) × 8.34 × V mil

    Note: 200 is the maximum allowable BOD, in mg/l.

    8.34 is the weight in pounds of one gallon of water.

    V mil = V m /1,000 = volume expressed in millions of gallons.

    T = Pounds of T.S.S. discharged per month as determined by the formula:

    T = (T.S.S., in mg/l - 250) × 8.34 × V mil

    Note: 250 is the maximum allowable TSS, in mg/l.

    8.34 is the weight in pounds of one gallon of water.

    V mil = V m /1,000 = volume expressed in millions of gallons.

    VCC = volume cost component. The value of VCC is $3.98 (increasing to $4.48 on January 1, 2015).

    BCC = BOD cost component. The value of BCC is $1.87 (increasing to $2.10 on January 1, 2015).

    TCC = TSS cost component. The value of TCC is $2.12 (increasing to $2.39 on January 1, 2015).

    (b)

    No credit will be applied for volume, BOD or TSS values less than the maximum allowable (2,000 gal/month, 200 mg/l, and 250 mg/l, respectively). That is, a negative term for either element in the ESMC equation is treated as zero.

    (c)

    In computing the MUC or ESMC for nonresidential users, any bona fide, documented use of metered water volume for product usage, evaporation, or other discharges not returned to the sanitary sewerage system may result in that unreturned volume of water being deducted from the appropriate factors of the costs calculations equation given in section 44-180 or in this section. It shall be the responsibility of the user to provide accurate and correct data as to the volume of metered water diverted to product or elsewhere. In this case, the MUC or ESMC equations are modified as follows:

    MUC = (V m - P) × TCC)

    or

    ESMC= [(V m - P) × TCC] + (B × TCC) + (T × TCC)

    Note: The factor V mil that appears in the conversion of BOD and TSS concentrations (mg/l) to pounds is also corrected by the product volume, P.

    P = Verified product usage, evaporation or other discharges not returned to the sanitary sewerage system, expressed in 1,000 gallons.

    (d)

    Any assessed surcharge shall be due and payable on the due date of the basic sewerage service charge and payment of either charge will not be accepted without concurrent payment of other charge.
