§ 30-103. Declaration of need for a city housing authority.
The mayor and city council hereby determines, finds and declares upon its own initiative in pursuance of the Housing Authorities Law of the state, that:
(1)
Insanitary and unsafe inhabited dwelling accommodations exist in the city;
(2)
There is a lack of safe and sanitary dwelling accommodations in the city, available to families of low income at rentals they can afford;
(3)
Slum and blighted areas exist in the city; and
(4)
There is need for the housing authority of the city to function.
