§ 2-29. Meetings of the city council.

  • (a)

    The time and date of regular meetings of the mayor and city council shall be in accordance with a legislative calendar to be adopted each year by ordinance of the city council. The city council may amend the legislative calendar and cancel or reschedule meetings by resolution, provided that there is at least one meeting per month. All regular meetings shall be held at city hall at 6:00 p.m.

    (b)

    Special meetings.

    (1)

    Special meetings of the mayor and city council may be called by the mayor or a majority of the members of the council.

    (2)

    The notice for a special meeting will be served on the mayor and members of the council by any city police officer.

    (3)

    Such notice may be served either personally or at the domicile of the officer to be notified and shall be served in either event at least eight hours prior to the hour fixed in the call for the special meeting.

    (4)

    The police officer serving the notice shall make his return on the back of a copy of the call, reciting the time and manner of service thus made by him upon the mayor and each member of the council. This return together with the call for the special meeting shall be transcribed upon the minutes of the special meeting by the clerk. The mayor or any member of the council may waive notice of the meeting in writing.

    (c)

    The mayor or any councilmember may call an emergency meeting of the city council. The members of the council and the mayor shall be notified of the meeting in the most practical manner available and the purpose of the meeting may be stated in general terms.

    (d)

    The monthly agenda for the meeting of the city council shall be published and distributed by the close of the business day on Tuesday of the week preceding a Monday meeting. The council shall determine the appropriate procedures to implement this subsection.
