§ 10-233. Franchise requirement.

Nothing in this article shall be construed to mean that any permit issued in accordance herewith shall authorize any person to lay, construct, maintain or operate any such line, in, over, under or along public roads, streets or alleys of the city, without first obtaining a franchise from the city.
